Admin must be in *exetended view* ( not simple ! )
On the web interface, using admin, go to administration .
then : Customization -> user interface -> homepage widget
Then just remove the openerp Widget.

Just find index.mako and comment tertiary class. example:

Simply go (as admin) to:
--> Administration -> Customization -> Widgets per User
or in french:
--> Administration -> Paramétrage -> Composants graphiques par utilisateur
and delete the "OpenERP Tweets" widget.
So if you want to enable it again for a specific user, you can still do it at a later time.
